[US] White House limits federal contractors use of foreign workers

On August 3 President Trump signed an executive order requiring agencies to review their procurement practices to ensure that the only people working on federal contracts are US citizens and nationals. The order requires the heads of each agency and department to review the contracts they awarded in fiscal 2018 and fiscal 2019 to determine whether contractors and/or subcontractors used temporary foreign labour and, if so, to what extent. The order’s purported intention is to protect Americans’ jobs as the United States prepares to deal with an economic recession in the wake of the COVID-19 pandemic. Though the order appears to reflect the federal government’s increased reliance on contractors and the Trump administration’s priorities, some experts say there are lingering questions about how it will be implemented. Government Executive has further information on the order and expert opinions of its applications and merit.
