[UK] Welcome Jesse Norman as the new Financial Secretary to the Treasury

The latest UK government reshuffle has seen Jesse Norman MP promoted to the role of Financial Secretary to the Treasury.  The MP for Hereford and South Herefordshire replaces Mel Stride MP who in turn replaces Andrea Leadsom as Lord President of the Council and Leader of the House of Commons following her resignation.

Although a junior role of all the positions in HM Treasury, the Financial Secretary is perhaps the one that payroll professionals will have most dealings with, albeit that they are unseen.  The responsibilities for this roles are:

  • The strategic oversight of the UK tax system including direct, indirect, business, property and personal taxation
  • Corporate and small business taxation
  • European and international tax issues
  • Customs policy, including the Customs Bill
  • Value Added Tax (VAT)
  • Departmental Minister for HM Revenue and Customs and the Valuation Office Agency
  • Overall responsibility for the Finance Bill
  • The Government Actuary’s Department and
  • Parliamentary deputy on public spending issues

Payroll professionals are well advised to look out for any announcements from Mr Norman.
